In what ways could we "streamline" Scouting, to better use the volunteers that we now have?

A couple of thoughts I have...
1) Can we identify the 20 key roles for which we need volunteers, and make this available to parents with clear expectations for the amount of time they will need to commit, and what is intailed in that volunteer role?
2) Quantify the volunteer contributions. For example estimate what Scouts would have to pay someone to do the job that the volunteer is doing, then make it clear to that volunteer that their generosity is saving Scouts $xxxx. I think that they would feel more appreciated and have a greater sense of the importance of their volunteer efforts.

I wholeheartedly agree with Scout Enthusiast's point number 1 (and think #2 is a valid idea as well). I know that I was at first reluctant to volunteer because I didn't know what (how much) I would be getting myself into with respect to the time commitment.
Our pack has tried to distill down some of the committee position descriptions available if you hunt for them and hand out a summary list of volunteer needs. Simply handing this out at pack meetings with a general request to the masses has not brought people running to sign up though.
I know that first-hand personal invitations are the best and we are working towards doing more of this.
NET: A "standardized" list of opportunities WITH needed commitment would be helpful to recruit more adult volunteers.
