BSA has added the new rank requirements to their Boy Scout Advancements page. They also give some info on what to do to meet the requirements, not just a listing of the requirements.

And it looks like Troopmaster is already adding the update to its program.
A couple thoughts about the changes or I should say "Additions".
The first change has to do with Bullies.. I like that, especially if their are bullies in your Troop. It will force them to take a look in the mirror.
The second change revamps the way we handle "Choking victims". Its about time they changed that.
The third change discusses the 3 "r's".. which is nice because it deals with the Youth side of Youth protection. It will make it easier for some Scout leaders to introduce this subject and it will help the parents understand this better than one night at a Scout meeting showing "A time to tell".
The fourth change covers the Internet. I think this is timely as every Scout uses the net now. At least in my Troop they all use it for homework, information and just plain surfing. I think that all of our boys have email accounts, I know that our OA Chapter uses email for just about all of our communication to both youth and adult.
So its time for the BSA to add this.
Final thought.
I agree and like the new additions. I think the BSA is headed in the right direction.
---BUT---
It (the BSA) should never get away from basic skills, fire building, pitching tents, first aid, knots, hiking, camping, etc. That is the stuff that keeps the boys coming back.
The Scout Oath and Law are the foundation of EVERYTHING in Scouting and that should never change. It hasn't in almost 100 years, it needs to stay that way.

Happy Scouting!
