OK folks. The Centennial Award puts increasing Adult registration through this initiative under the Commissioner portion. Other than the "Thesis" are there any materials on this that will give us a clue?

A commitment to increase adult registration/involvement is asked of every level, Council, District & Unit. Of course, if the number of adults involved at the Unit level increases that will flow thru to the District & Council levels.
One of the big points being addressed thru this award is support to the Units. This is something that the Units should be receiving from their Districts/Councils. With the Centennial Award, Districts/Councils are being "forced" to provide that support, & to increase the quality of the program in their Units, if they want to earn the award.
Districts/Councils are being asked to increase the number of Unit Commissioners & lower the number of Units each UC is responsible for. This will make the UC's job easier, and the UC's job always has been to help & support their Units. Basically, that is all that the Centennial Award is asking of the UC's - to do their job.
The Units are being asked to commit to (among other things) registering/involving more adult volunteers. The job of the UC is to visit their Units regularly, to sit down with the Unit Leader (CM, SM, etc) & the Unit Committee Chair to discuss the Unit's goals for the Centennial Award & to continue to keep in touch with their Units to monitor their progress & to offer help & support in achieving the Unit's goals.
BTW - In order to add new UC's, the Districts do not only have to utilize volunteers who are already registered at the Unit level. They can go out to the community to recruit volunteers also. In many ways this is actually a better option. It helps the District/Council make their adult volunteer goal & helps the Units by providing UC's for them.

The Centennial Quality Award program is awesome. There are several points it address specifically to help the program at all levels. Why do we want more adult leaders and where are they going to come from?
How many of use wear multiple hats in Scouting? How much more effective could we be and how much better can we use our “one hour a week” if we only wore 1 hat? There are many parents who aren’t involved with their sons program. There are also many who are not encouraged or enabled to help.
With more people involved we will have a better program for the boys. With the better program not only will we increase our membership but also the retention percentage will increase.
Probably the best place to look for adults is in the parents of the Scouts. There are also the past leaders whose boys are adults now; they can provide some excellent assistance in many roles. There is also the adult who was Scout as a youth.
The onus of the implantation of the Centennial Award is on the Commissioner Service. However the Award is at the Council, District and Unit levels. It focuses on all levels “To improve the Quality of all units in America”.
